Horse unable to equip saddlebag

After last update.
I removed saddlebags from horse, now I'm unable to place the saddlebags on any horses.

Tried vanilla and amber client.
also tried with different characters.
Even the character that made the saddlebags can't place them on any horses.

Appears to be a one time issue.
