I just jumped from a cliff into shallow water and got the message "you need to turn swimming on" three times.
My swimming was not turned on...
I almost died of Asphyxiation.. took 96 damage

This has been an issue for a while. I thought it had been fixed at one point. Bit late for a warning, but best to not jump into water off a cliff, even if it looks to be shallow.
There seems to be another issue with deep water not necessarily showing up so it's easily distinguishable to a player. The two combined together might be the cause and the former problem was actually resolved.
