Dirt Quality Capped by Farming

Hello, I dig dirt on character with 40 farming and 1 survival and get quality 40 dirt.
I dig dirt on character with 1 farming and 27 survival and get quality 27 dirt.

Is this intended for farming to work for capping dirt quality?

I hope so? Going to make exploration an even bigger pain in the ass now if it's a bug. At least you don't use your explorer to go digging in caves to find rock and ore nodes.

this was added a while back.
farming can also tell what quality the land is since a farmer knows his ground.
the highets if the 2 will be used for ground quality.

not a bug.

Soil digging caps to farming or survival, whichever is higher. Intended. Not a bug.
