Something does not let me build a wall in a places where it can be built for sure (at a distance of three tiles from the water in all directions):

Had a similar issue, clearly there was 3 tiles of space available and yet could not build the wall. I blame it on weird elevation close to water obfuscating the grid lines.

It is like that to prevent people from building hearthvaults on water, probably intented.

maybe its more than one tile because of catapults idk, but not sure if they can work with that low range (so it seems like there is another reason), maybe the distance shouldn't be longer than 2 tiles (to fit battering ram)

Don't care. Check the tiles first and be happy with what the game gives you.
