Poppycaps not growing

I planted two poppycaps in my cave. One is growing normal, but second one is in initial stage without change. When inspected, it only shows quality, but no grow progress.

Stunted trees don't show progress. Chop it down, it won't grow anymore.

Probably stunted. Not a bug, albeit perhaps a less than stellar mechanic.
