(I think bonus may be calculaiting from amount above 10 like "result q" = "base q - 10" * "kindom bonus")

Hold your cursor over the item for a moment and look if it isn't ql10.9

Some spots are naturally lower than q10, and are only actually q10 by virtue of capping upward. The kingdom buff, thus, may not always imply qualities in excess of 10, but it will reduce the size of q10 areas.
