Oathed Toon cannot access Village Claim

Single toon owns village (Jim)
oathed a 2nd toon (Bob)
Bob cannot pick berries or dig or anything (xyz is owned by "village claim name")
tried leaving village - and then re-oathing no luck

Ctrl+B for Buddy list, Village tab, set permissions there (on the lawspeaker character) to make certain people certain colors and give certain colors certain permissions.
