Re-lighting coal exploit

When someone smelts coal, a popular exploit is to put 11 coal into the smelters and let it run out, then to put one piece of high q coal in and re-light the smelters. The product metal will have its q occording to the last piece put in rather than the average of all coal that was used. I do believe this to be an exploit and it does need to be fixed where, regardless of whether the smelters go out, all coal used needs to affect the product metal. 8-)

Easy fix, reset ore burn progress if the smelter burns out.

If you want something nice, it should be enshrined in mechanics instead of in bugs or mechanical exploits. Like back when boards could produce a fairly large amount of high Q coal for barely any extra effort. But then it was a no brainer, always use boards. As it is currently, there's some trade off for trash metal vs high Q stuff if you're actually playing it straight.

if you're good, it only takes 11 coal to smelt a batch but it's in series, 11 puts the ores at 95/97% then switch and put in the next batch with 10coal and keep it rolling

Decrease the quality by a percentage if the smelter burns out, or require more coal to be used... a hard reset just doesn't seem to make sense as part of the process is heating the rock so metals come out and the slag is left floating. Another option is that you get partial bars (lower % chance) and slag that has to be burned again (even lower % chance) to extract all metal.

I'm sure that a better solution than a hard reset can be figured out... (And while I'm thinking about it... do same for the steel crucibles?)
