I came to fulfill the quest for credo.
But I ran into the problem that it simply does not exist.

The questgiver was located underground, most likely as you were below the surface the moment you got the quest.
Not a bug, but possibly the game could be clearer about the location in such circumstances.

Quest giver is underground. Has since been made very rare, and only applicable for quests/credos where it's relevant.
