Horse starving oversight

Hello,

when a horse starve, it doesn't replenish horsepower and is stuck at the crawling speed. It doesn't make sense that once You dismount the horse, it suddenly got a speed and is able to move at speed 2.

Why not? It's not carrying you around anymore?
