Can't form village?

I have a plain down this was a village with a portico in it. Only remaining banner is far from plain. Says land already claimed. Move off plain and lay bricks down says can't build on this terrain.

You'll have to remove the authority objects (stuff that you can only build with a village) from the area of the new village claim, as they can't overlap you'll have to clear at least at least 86 tiles around the location you want to place the new idol (50 tiles idol range, 30 tiles banner range, 5 tiles 'can't build' free space between claims) of anything that is village related.

Not a bug but a somewhat unintuitive sideeffect of the claim mechanics.

i already removed the portal ill have to look around at other objects.

Remove the old authority objects. Probably not a bug.
