I'm sure it is, for someone as ancient as you, but it's quite new to me. But my real concern is the question. Is continuing to use it considered exploiting?

First rule of haven: if it's in the game, it's usable.
Second rule of haven: report it so it can be put on the list to fix. If it's an issue where someone can get raided or killed, then report it via PM because there are people out there that will beat the horse beyond death with bugs.

When someone says it's an old bug, it just means it's an old bug and there's a thread for it somewhere. It probably isn't one that is considered game breaking (or maybe not easy to fix). We ask players do a search for existing bugs so the devs don't get a bunch of duplicate reports, not to make more work for you, but to make their job easier. FYI, the bug is considered to be the lag in the movement speed of the cart IIRC. The wagon and cart together are intended from my understanding.

I believe it would have been initially reported after horses were implemented, not truly sure if anyone ever reported it specifically for wagons, but it's the same weirdness.

Probably why I couldn't find but the one similar to this from a good while back.

Worth noting that providing good titles (not just funny) and a written description are very helpful. You can't search the forums for images like this. Image lookup on Google is nice, but it's not that advanced yet. Note: had forgotten jorb actually says "not a bug" in that thread.
