Instantly before the server crashed at 10:56PM (Eastern Time) on July 18th, I finished a quest which included the reward "Bergwine has increased the local Peculiar Flotsam Quality by 1."

Nope, the bug was much simpler, with the new quality mechanic not being properly implemented in character-creation rooms.
