1. Are You sure, You didn't miss the taming window?
2. Is there someone online all the time / AFK? If yes, then horse might just not despawned.
3. Didn't someone play a trick on You, when You weren't looking with a clover to reset taming progress or something?

If You are sure 100% nothing alike occured, then it might be a bug.

Also, try re-taming or tame different horse.

Confirming I'm having the same issue. hasn't been a week yet, but at least four days.

I did have a period AFK, but I had a wildgoat one stage behind the horse, taming was happening for both at the same time.

The day before I went afk for three days, I didn't get a tame event on the Horse (I did on the goat, bringing it to 95%).

When I come back, the wildgoat is all "Where ya been, buddy? Let's finish this thing!" And is now a Billy in a pen. The horse is still there, but hasn't given me a taming event in two days.

The horse (which I need to finish for a Nomad quest - and no I'm not going to cancel, it'll set me WAY back) should have finished just before I left. I was taming the goat as a hail mary.

Since the goat, which basically waited just as long, was STILL waiting when I got back from a three day trip, I can't accept any argument that "you missed the taming window" applies here. Either the goat's behavior was the bug (it should have despawned) or the Horse's behavior is the bug (should be throwing chances to advance).

UPDATE: I believe the Horse's behavior is bugged. I was able to get the taming event by roping the horse and then re-hitching it to the post. The next morning it tamed to 85%, suggesting that it loses 5% per day it's not been tamed, which is about what I expected and was consistent with my experience with the goat.
