Metal Plow construction bug

So I just lost three bronze bars. If you try to build a metal plow inside a cellar, you will start the construction, but the game doesn't let you finish it and simply says
"you cannot do that in the selected terrain" after you entered all the materials. Hope this is a bug

The bug should be letting you place it down in the first place. Other objects restrict action in such a way. Definitely a bug.
