I created char two years ago. My Sewing skill is ok, but Rope Walk still close for me.

My first thought was that you need Rope Twining skill, but it looks like you have it. Have you discovered Board, Block of Wood, and String?

could be inherited char or just some old update that requires rediscover of basic mats
