I have noticed opposite of this bug also exists. I complete credo stage forager which will grant me +10 perception. My next quest includes goal to gain 2 perception. Perception gain from completing previous stage counts for this, and I have this goal finish immediately. At first I figure this is intended, but looking at this thread, I assume now it is not.

It is 'intended'. Had it happen to me in W10 and was fine by Jorb.

It's not 'intended' but a bug. The devs have the order of 'modify bonus as of last quest' and 'generate requirement for next quest' reversed in the code, it's a commom error that can easily hide from cursory testing.
