I ain't sure if this is a bug. But apprently worms counts as soil. Like you're able to use it as you flatten the ground with the land survery. I don't think that's meant to happen.

Yus, that's not a bug. You may also find out that rock dug outs also count as rocks

Not sure it was originally intentional, but it's a part of the lore now.
