Higher the quality higher the rewards AND the debuffs. That's how it works for all equipment in the game.

Yeah, sorry. Now i realize. Low quality pants reduces stats from better quality gilding.

Specifically, it's a softcap: average of the two items together. IIRC 34 is the target number. Gets you the -1 AGI but allows more room for the better gilds without having to go much over. (The math can be see here: http://ringofbrodgar.com/wiki/Quality)
