I split your post off from the previous thread as that subject was strictly about a specific sound issue. You seem to be having more general lag issues, some of which may be due to your computer, some may be due to Internet, some due to the game just being more heavily populated than in the past.
As far as your computer, the FPS is usually calculated based on the number of times a certain command is called. If you have no graphical issues, you can have 60 fps while the rest of the game is stuck in various other loops and such, or even completely frozen. It's not really a good diagnostic unless you know your graphics card is at issue or you're benchmarking performance.
For performance issues like rubberbanding, input delays, and other similar issues, it can be hard to say what the source is. You did good in testing with other computers on the network connection. When you get the same issue on multiple systems, it is a good indicator that the issue is either across the Internet (could be your ISP, could be somewhere in the middle) or with the server. I don't have information on server stats, but right now, it appears as the server is having some issues keeping up with the number of players. At least, I'm having a lot of the same issues myself during peak hours, and they go away at other times of the day.
