You can tame from a boat with arrows right according to one of my neighbors i tested it and I got up to 45% tamed doing it app thats how he tamed all of his animals.

Not a bug from the way I understand it. You just have to make the animal yield by doing enough damage, any way you can. The risk is using bows can more easily kill than the other methods.

I mean you can also just put the animal behind a bunch of bushes or rocks in your base too
