Can't make level dirt near swamp

I can't level the tiles near the swamp, is this working as intended?
Now I think i'm stuck with a wall I cant further expand because some tiles are too high...

Very much so. Several areas cannot be leveled: swamps, beach/sand, moutain/stone, paved. I might be forgetting one category.

Pro tip: don't set up within a couple of map sections of a swamp. you'll just piss off your neighbors. as any time you're online, you'll lock the swamp down from spawning anything new.
