If you remove a stump without an axe or shovel the animation just displays you removing the stump with an invisible ax.
I'm not sure if it was intended to be able to remove stumps without an axe in the first place.

It's simply a "destroy" action. The same animation is used elsewhere when no tool is equipped. Not so much a bug as an omission, I think.
