the oldest planted crops on my farm are not mature yet
but crops that are younger than these were harvested by me a few hours ago!
these oldest crops are like 1 minute or so older of course

It's just awful to have roughly 20% of tiles stay on 3rd growth stage while the rest is ready to be harvested already

Probably, yes. There's some variability with progression of crop states but definitely not enough to explain this.
