Travel using Charisma or Will?

So I've visited a charterstone and built a sublime portico to try and travel back to it. When I attempt to, it says "You lack the charisma to travel that far."

However, I thought it was changed to be Will that determines how far you can travel to. Or is that just for calculating travel weariness and separate? Basically, does travelling using charterstones or sublime porticos rely on having enough Charisma or enough Will?

Road travel at least is definitely will. I'm guessing same goes for charterstones, but they forgot to update the error message.

Yeah that's exactly what I was hoping to clear up. Is it an outdated error message or do roads and charterstones use different stats?
