Cigar Doesn't Complete "Get crazy high on pipestuff"

I was puffing on my cigar waiting for a quest to complete, saw the Smoke & Fire buff tick to 100%, but the quest didn't complete. I put some pipestuff in a cigar and after one tick, the quest completes. Given that cigars are crafted using pipeweed, and they give the same buff as smoking pipestuff, they should also trigger "Get crazy high on pipestuff."
