I was doing some base expanding and i guess accidentally clicked a tile that i was already surveying to make a new survey. Only problem is, it let me place the survey. Now there are two surveys over the same row of tiles. Is this normal?

It's normal, you can only do it with larger surveys.
It's kinda useful for moving dirt from one area to another since both surveys can interact with the same piles

This is possible if surveys located at different minimaps.
