Visitor Buff doesn't work

Please, look at the screenshots. At the first one I visit my main base and visitor buff works well here. But on the second one you can see that I visit another one palisade fenced area and buff doen't work! I have no idea why.

Yes, the second area is not under personal claim, but it's under the village claim. Village is not out of auth and this character is not a lawspeaker.

Should I try to extend my personal claim to the second area or someone see here another reason?

Yes, he is a village member and what this changes? He gets the first buff. Why doesn't he get the second as well?

He's a village member, so loses/gains the visitor flag based on when it enters/exits the personal claim. If the character wasn't a village member, they'd get flagged by both claims.
