Snow prevents lifting a bush

I prefer to lift bushes out of the way rather than chopping them as they add some natural decoration. However it seems that for some reason, bush can't be lifted when it's on tile covered by snow.

But is it a bug?
Maybe the ground is frozen and its roots are under.
