You can load Ice Blocks in carts, but cannot load it into Wagon.

Is it intended? If so - why?

Likely a bug.

Not a bug, it is written that they cannot go into wagons but can go into carts i believe. According to Wiki
Notes
Added in the Kicksleddin' on Thin Ice (2019-09-04) update.
Ice Block can be loaded onto a Cart for transport, but cannot be loaded onto a Wagon.

The RoB wiki is an unofficial website created and maintained by players. Too often things get put there that, while true, may often be a bug or other issue that needs dev attention.

You can only put blocks into carts.

Rowboats, sneks, knarrs, wagons, pack racks, kick sleds, Garden sheds will not accept iceblocks
