I teleport to a charter stone by a portal gate, cost me 47% Travel Weariness. That is correct.
Then when I back to hearth fire, it cost me another 47%, what is this? I think it should be 1%.

Did you unequip anything that buffed your Will?

I'm not 100% sure but to my knowledge, you gain certain flat value of TW and actual percentage scales from your Will, if your Will goes down the TW percentage goes up.

it's strange, when I change equipments, it not goes up at all, I think the calculate done when travel. But when I back to fire, it cost same. Maybe it save the last teleport cost when travel?

When I'm at 100% TW and unequip my set (which gives some will) and travel back to my hearth fire, my TW goes up to something over 130%. When I re-equip the set and hearth again, it goes back to 100%.
I did this when my TW was around 80%. Hearthed back without the set, it went up to over 100%. I re-equipped the set, hearthed again, and the TW was back to around 80%.

You need to do an action that affects Travel Weariness in order to update that percentage after you change your equipment (such as hearthing back AFTER changing your will bonus from items).

You have the correct of it. Travel weariness is an undisplayed value (can actually be calculated by the player) and is some quadratic value based on Will. It just needs someone to work the math out. The client only shows the "percentage full," so that when your travel value changes, the percentage changes. Loftar, at one point, had posted the travel calculations, but I think that was in legacy.

I think different forms of travel have different base costs. Travel to hearthfire < travel by road < travel to charterstone (or something like that)

@loftar: request that the TW calculation be updated when Will changes. Should stop these bug reports. Thanks!

TW is displayed as a percentage, but it's really like hit points, and WILL affects it the same way CON does for actual HP

So if you're at 50% TW with 40 will, it's like your max HP is 200 and you've taken 100 damage.

If you then drop to 10 will by taking off gear or whatever, your HP is 100 and you've still taken 100 damage.. so TW goes from 50% to 100%
