Can't put an arrow in bear with animal armor system

The game wont register me putting an arrow into a bear with the armor it has, i'm not sure if this is intended or not but if it is, bears and moose should be removed from the list of animals that the hunter credo can get to shoot

q25 hunter's bow, q20 or so metal arrow, and 30/30 mm/per was enough to make some damage go through into a moose.

Just need better quality and stats
If I can do a solitary point of damage to a bear with a bone arrow so can you.
