I was brawling with a bat before it decided to perch onto a tree. I cut down the tree, and it still says it's unapproachable after I chopped the tree off...

Well the stump is on the way obviously.
Not sure if its a bug, one could argue that you should be able to aggro bats through many other objects as well, like herbalist tables, if the bat is flyin etc.

remove the stump, but yes bats should either move or become aggressive when their perch tree is chopped imo

Outdoor bats are like that, just run around the stump, it'll aggro eventually.

Not always, in some cases I've noticed that they are inside the hitbox in such a way that no matter how much you run around the tree/stump they don't seem to take notice of it. If you happen to lose or drop aggro with them for whatever reason and they return to a tree, it is possible for them to perch in a way that they can't be attacked again or caused to aggro you without chopping the tree and removing the stump.
