Not sure so much a bug, but there's been more than a little confusion on this. Definitely needs some sort of informational message.

The tooltip for building knarr/snekkja, does express you need a separately attached sail.

Information in tooltips is nice, it doesn't preclude a proper error message for those that make mistakes.
