You can butcher a fish without knowing the skill fishing.
Not sure if one should do it without the skill, butchering a fish is not too simple really.

I know the basics of filleting a fish but i havent got a clue about fishing. Filleting a fish is more about cooking than fishing.

Filleting a fish is easy... for the most part. Not as easy as cutting up pork ribs, but not like trying to cut up sushi, either. Some fish are a bit harder if you want to debone them completely (carp and related fish come to mind), but it's not necessary as long as you're careful eating them (or just pressure cook them so the pin bones are edible). An experienced fisherman or chef is simply going to make a bit cleaner filet and not get small bits of bone or leave a lot of meat wasted.

My take is with cherryquartz: any good chef should know how to butcher a fish, but won't necessarily be any good at catching it. Part of being a fisherman is knowing how to clean (additionally filet) the catch.
