Think that only happens if its released without carrying some item. In which case they normally land on the ground near you.

It was carrying an item. But I also don't see how that should affect its ability to fly back without having to touch the floor first...

Dove without item => Lands on the ground near you.
Dove with item => Should fly off to Home. (apparently they don't when released above water)
