You can pick up Skull with visitor debuff.

I was able to pick up a skull by clicking the "I knew him horation" flower menu on a claim I can't do anything on because it belongs to so and so village.

You can actually steal off a dead body on a claim with visitor debuff too. Apparantly bodies don't belong to claims like objects do so visitor debuff does nothing.
