Can't level terrain near village idol

My village lawspeker didnt check properly if the area near idol is leveled so we get stuck with that hole, which in my opinion should be a bug cause im able to change terrain in front and back of the idol but not on the sides:

Should this be working as that or it is bug? its supper annoying for us...

Are you sure there is nothing down there like the tiny stump of a bush?

yes, if you look closely i have bounding boxes visible for idol, and in that space there is nothing of that sort, my quess is because those triangles near idol get past the tile a little they block leveling.
