I used chives in the recipe but FEPs were the same. May be a bug.

Was it Shrimp Skewer? I remember that in last world, spices did basically nothing with that recipe and I had multiple mishaps due to foraging shrimp and chives at the same time (coastal Sombre Bramble.)
