I cant build Sawmill or Milling machine in a Windmill

Hello mans and womans

Im trying to build a Sawmill or Milling Machine in a Windmill but i trows always the same error message : "the mill needs to be built in a place with available mechanical power"

i repaired the windmill, i tried to build in other floors, i used de vanilla official client, i tried to build machines in the same place where was the old one but nothing functions.

Can someone help me please?
