LayerMeter change

The LayerMeter list of Meter objects has been changed recently and the value range has change from 0.0 - 1.0 to 0.0 - 0.01 for the energy, hp and stamina bars.

Oven UI meter has gone from the range 0-30 to 0 to 1. Cauldrons, fight UI, everything that has a meter has had its value range changed in a completely undocumented change that affects all clients. Why though?

I'm sure there are likely a bunch of other questionable changes happening like this, but why go from unit values to just insane numbers?
