Marksmanship bug?

Hello,
Did something change in W15 or is Marksmanship completely dead stat?
I have just put in 150 points + 150 points from gilded equips (so 300 points), and my damage has not changed at all.
Arrow damage is simply equal to bow dmg + arrow dmg.
If it's not supposed to modify damage, then what is it supposed to do?
Is it just for crafting softcap?

Damage varies between PVP and PVE scenarios.
In PVP scenarios, it is influenced by the opponent's Agility and Marksmanship (verified).
In PVE, it suffices to align the bow's QL with Marksmanship (though not entirely that simple, it's largely sufficient).
