Must agree, it feels like there is some great melodies going on, and we just get 3 seconds of them, that's frustrating.

Those short music samples you hear are actually "ambient sounds". It doesn't cut off cause it's bugged, that's just how long it lasts as far as we know. I think they've always been like this in hafen (idk about legacy, didn't play that)
