Do drugs in rain not triggering on 'light' rain

How much 'Rain' does there actually need to be for it to trigger?

Client things its raining, have the 'wth' res being told to spawn with the rain effect, could see the occasional drip of rain honestly very light though. Smashed a whole bunch of liberty caps into my face and quest didn't trigger.
