Do you have the strength to mine into layer one? You might have hit a ridiculously high harness node.

What does the error message say? Could be something underground blocking you, something placed by someone after you placed the buildsign.
In-game name: Balin. Hearthlands resident since World 2.
Skipping W16 :cry:

I think you should get the message in the bottom left corner like "The rock below is too hard...."
