Combat instruction level capped to first writing

I made a combat instruction when I had 3/5 in a move. Now that I have 5/5 in that move, those same combat instructions are still being made at 3/5.

Is it punch or quick dodge? I think new characters start with 2 of those. So if you have five, you've only "gained" three, so it will still say Punch 3.
