barterstands don't work when owner doesn't have perms

I know this is working as intended but actually fuck you this is a bug

If the owner of a barterstand doesn't have perms where the hands are the barterstands stop working sometimes (but not always? funnily enough that's probably actually a bug). I often leave our main village to join another, and when that happens I leave to idle my character 24/7 with party perms for shit to keep working. Yes, there are workarounds. No, I don't care.

The check for this should be when the shit is placed, not every time the grid or reloaded or whatever it is rn
