Carrots seed don't grow in quality

Unlike turnips and leek, which you can harvest at their seed-stage and still get the quality improvement, carrots seem to stay at their planted quality if harvested at the seed-stage. You only get the quality increase if they are fully grown.

I assume this is unintended, as other crops get the quality boost at any harvestable stage.
