Limit survey flags

Right now you can place infinite flags that every player can see and anyone can remove by going up to it and clicking remove.
To avoid the spamming of flags that could take forever to remove I suggest a limit to the number of surveys you can have up at once.

Seconding this. Too many of those things are an eyesore.

Please don't limit it too much though, in the course of legitimate work, I've had 5-6 up at one time

I think it would be good to be able to access them from a distance (some tiles) so you can remove them when they are stuck inside a construction.

Or make them vanish when not used for some time.
