I actually kinda like this. Let a well "stump" keep most of the stone even, just require full rope and bucket cost to repair

That would work, as pavement decay starts at the edges.
Potential alternative could be to use woodchip outlines (1 or mode tiles wide) as decay buffer.

I totally forgot about something: I have seen a very large paved area with nothing but a single great hall that was damaged. It was in W13 or W14 and far up north if I recall correctly, none of the pavement had vines and none of it looked like it had decayed. I'm pretty certain there's hidden mechanics related to how pavement decays.

If nothing else allow us to create those "animal trails" wherever we want, they don't decay and bushes, trees, anthills never appear on them.
